Costs and pricing
Planning CRM costs with dated quotes, full labour and a separate ROI ledger
Plan CRM costs for an England small business with dated quotes, consistent units, full labour and exit costs, VAT review, scenarios and evidence-led ROI.
There is no single published price for small business CRM costs in England. Planning CRM costs with dated quotes, full labour and a separate ROI ledger means pricing one exact edition, the work that makes it usable, and the cost of leaving it.
Supplier pages examined on 6 September 2026 did not give a consistent UK-localised mix of GBP, VAT treatment, billing cycle and commitment. The figures below are labelled planning ranges, not quotes. Replace every one with a dated written quotation from the supplier.
What to take away
- A defensible CRM budget starts with an exact edition and a buyer-specific written quote, dated and with an expiry.
- Entry seats typically list at £10 to £25 per seat per month before VAT; mid tiers with automation run £25 to £70.
- Internal labour often exceeds the licencebudget 60 to 150 hours for a five to ten user rollout.
- Show gross cash, VAT recovery at 20% and the net amount on separate lines.
- Keep ROI separate from the sales ledger, and leave a blank cell rather than a guess.
Define what the budget is buying
Write the service boundary before requesting prices. Record the relationship workflow, eligible records and user roles. Add required integrations, reporting, storage, support and exit. Name the exact product and edition: Pipedrive Lite, HubSpot Sales Hub Starter, Zoho CRM Standard. A generic CRM label cannot support a cost comparison, because editions differ on seat minimums, automation and API allowances.
Three options to cost
Business as usual
- What it is
- Present spreadsheet or system
- Cost treated as
- Not free
- Evidence needed
- Current running cost
Do minimum
- What it is
- Fix ownership and data
- Cost treated as
- Repair effort only
- Evidence needed
- Data-quality hours
Proposed CRM
- What it is
- New platform implementation
- Cost treated as
- Full whole-life cost
- Evidence needed
- Dated supplier quotes
Use three options:
- business as usual, meaning the present spreadsheet, mailbox or system;
- do minimum, such as repairing ownership and data quality without a new platform;
- the proposed CRM implementation.
The 2026 Green Book governs central-government appraisal, not private software buying. Its separation of business as usual from explicit assumptions still helps. It stops the existing route being treated as free and the proposed route being treated as automatically beneficial.
Set a base date, evaluation horizon and price basis. State whether the budget shows nominal cash or today's prices. Most software quotes expire within 14 to 30 days. A quote dated 1 October 2026 covering 36 months needs re-pricing once it lapses. Never mix a one-year subscription with multi-year benefits.
Capture the supplier charge without distorting it
The quotation record should include:
Quotation record fields
- Supplierlegal entity and quote contact
- Serviceproduct, edition, add-ons, region
- Accessseat types, minimums, reassignment
- Usagerecords, storage, credits, API units
- Moneycurrency, GBP policy, VAT
- Timebilling dates, term, renewal, notice
- Scopeonboarding, migration, support, exclusions
- Evidenceversion, date, expiry, owner
Capture the supplier charge
- Supplier
- Legal contracting entity and quote contact
- Service
- Product, edition, add-ons and region
- Access
- Seat types, minimums and reassignment rules
- Usage
- Records, contacts, storage, credits, API or other units
- Money
- Quote currency, GBP conversion policy and VAT presentation
- Time
- Billing dates, term, renewal, notice and price-change route
- Scope
- Included onboarding, migration, support and exclusions
- Figures
- Unit rate, committed total and per-seat equivalent
- Evidence
- Quote or order version, date, expiry and owner
The invoice schedule matters as much as a monthly equivalent. If an annual contract is described as an amount per seat per month, show the full committed payment and whether cancellation is available during the term.
Typical published list prices in this category, before VAT and negotiation: entry tiers about £10 to £25 per seat per month on annual billing; mid tiers with workflow automation £25 to £70; high-automation tiers £60 to £150. Monthly billing commonly adds 20% to 30%.
Capture the supplier charge
| Product and entry edition | Typical list price before VAT | What drives the figure |
|---|---|---|
| Pipedrive Lite | about £11 per seat per month on annual billing, about £15 monthly | seats, billing cycle, add-ons, currency |
| HubSpot Sales Hub Starter | about £12 to £16 per seat per month | annual commitment, Core Seat model, region |
| Zoho CRM Standard | about £11 per user per month annually, about £16 monthly | user count, edition, localisation |
Converted from published USD list prices at about £0.79 to $1, as of late 2026. Treat them as planning placeholders: the signed order controls.
Pipedrive's billing article, updated on 3 September 2026, says that plan, billing cycle, seats, add-ons, top-ups, currency and location influence total subscription cost. It identifies Lite as a current plan but gives no buyer-specific GBP invoice. The list price above stays a placeholder until a quote arrives.
HubSpot's Sales Hub pricing page identifies Sales Hub Starter and explains its Core Seat access model. Starter typically lists at about $20 per seat per month, or $15 on an annual commitment. The wider HubSpot product catalogue should be checked for included credits, limits and product boundaries. Supplier claims change; the signed order controls the offer.
Zoho's CRM Standard page presents Standard on a per-user basis and describes edition features. Its localisation did not give a stable GBP and UK VAT comparison during this research, so the amount stays a placeholder pending a written UK-applicable quote.
These three plans are examples carried forward from the site's non-ranked supplier shortlist. They were reviewed by desk research only. No product, checkout, quote, invoice or support response was tested, and there was no vendor funding or affiliate relationship.
Build the whole-life cost ledger
Subscription is only one row. Separate one-off from recurring costs, and fixed from variable costs, across the chosen horizon.
Whole-life cost stages
- Before launchDiscovery, migration, integration, training, contingency
- During operationAdmin, licences, support, data quality, incidents
- At renewalEvaluation, negotiation, price or scope change
- ExitExport, reconciliation, transition, deletion evidence
Before launch, plan discovery, workflow design, data profiling and cleaning. Then add mapping, migration, integration and configuration. Identity setup, authentication, testing and accessibility assessment follow. Privacy and PECR review, security assurance, contract work, training and contingency complete the list. Record owner, unit, quantity, rate and source for each line. Add a confidence rating.
| Stage | Typical UK planning range | What drives the range |
|---|---|---|
| Discovery and workflow design | £1,500 to £5,000 | number of teams, process complexity |
| Data profiling, cleaning, migration | £1,500 to £8,000 | record volume, duplicates, consent state |
| Integration, per connected system | £1,500 to £10,000 | API type, authentication, sync frequency |
| Configuration, testing, accessibility | £2,000 to £8,000 | edition, automation, number of roles |
| Training and change support | £500 to £3,000 | user count, documentation, floor-walking |
| Exit, export and reconciliation | £500 to £3,000 | data volume, contract terms, overlap time |
Internal labour often costs more than the licence. A UK CRM consultant typically charges £400 to £850 per day, and a contractor developer £350 to £600.
An internal marketing or operations role typically costs £18 to £30 per hour loaded, including employer National Insurance and pension. Salary alone may omit employer costs, and a generic consultancy rate may not represent staff time. Finance should distinguish economic cost from cash paid to external parties.
During operation, allow for administration, licences or credits, support and user changes. Add data-quality corrections, integration monitoring, complaint and rights handling, and suppression maintenance. Incident exercises, reporting and periodic export tests also belong here. At renewal, budget for evaluation, negotiation and any price or scope change.
Exit is a planned cost, not an unlikely surprise. Budget usable export, configuration capture, reconciliation and transition assistance. Add deletion evidence, overlapping systems and internal staff time. If a supplier cannot show how critical relationships and histories leave its service, keep an unknown rather than assigning zero.
Show VAT, cash and accounting separately
HMRC's current VAT rates page states that the standard rate is 20% for most goods and services. That does not decide the treatment of a particular domestic or cross-border software invoice. Supplier location, place-of-supply rules, buyer status and the invoice matter.
VAT and cash lines
- 20%standard VAT rate for most goods and services
- 3separate lines gross cash, recovery date, net amount
HMRC's business input VAT guidance explains that a VAT-registered business may reclaim qualifying business VAT, subject to valid invoices, records and restrictions. Show gross cash paid, expected recovery date and net amount after confirmed recovery on separate lines.
A worked line: an annual subscription quoted at £12,000 before VAT adds £2,400 at 20%. Gross cash is £14,400. A fully taxable business that can recover records £12,000 as the net cost; a partially exempt business records more.
Accounting and corporation-tax treatment also need professional judgement. HMRC's July 2026 IT costs toolkit distinguishes issues around regular payments, lump-sum licences, useful life and the corporate intangible-assets regime. Do not label every subscription or implementation payment as immediately deductible. A qualified UK accountant or tax adviser must approve the classification.
Use formulas with visible inputs
Populate these expressions from the evidence ledger:
supplier charge = sum of quoted unit rate x eligible quantity x billed period, plus stated one-off items
internal labour = sum of approved loaded hourly rate by role x evidenced hours
gross cash requirement = supplier invoices + external services + VAT paid + contingency
whole-life economic cost = supplier cash + internal labour + assurance + transition and exit - confirmed recoverable VAT
Each input needs GBP currency, or a documented conversion method, plus a VAT basis, unit and period. Record term, inclusions, exclusions, source date, owner and confidence alongside it. Leave blank cells for unknowns. A formula filled with convenient guesses is not stronger than a blank.
A worked illustration, not a forecast. Eight seats at £12 per seat per month over 36 months cost £3,456. Internal labour at 120 hours and a £25 loaded rate adds £3,000.
Migration, integration and training add £6,000, and exit adds £1,000. Supplier charges of £10,456 attract VAT at 20%, about £2,091, so invoices total roughly £12,547 across the term. Add internal labour of £3,000 for a whole-life economic cost near £13,456 once the VAT is recovered.
Create low, working and high planning cases by changing exposed variables such as eligible seats, migration effort and integration work. Run the cases again with different support levels, usage limits and exit effort. Explain why each bound is plausible from the buyer's evidence, and do not call the cases forecasts or market norms.
The high case should drive affordability and stop conditions. If it breaches the approval ceiling, reduce scope, collect better evidence or retain the current route. Never lower assumptions invisibly.
Keep ROI separate from the sales ledger
Revenue recorded in a CRM is not revenue caused by the CRM. First define the expected mechanism: fewer unowned enquiries may lead to more timely action, which may affect completed sales. Then specify the population, events, time window, source systems and alternative explanations.
Distinguish observed change, attribution and causal effect. A platform rule may attribute an outcome to a touchpoint. A before-and-after comparison may reveal association only. A causal claim needs evidence about what would have happened without the implementation.
HM Treasury's updated May 2026 Magenta Book is government evaluation guidance, not a private-company ROI calculator. It explains the role of a comparable counterfactual in experimental or quasi-experimental work, and the weaker claims available from theory-based methods. Use that distinction when deciding how strongly to describe results.
A blank financial model can be written as:
incremental contribution = supported incremental revenue x finance-approved contribution margin - incremental fulfilment cost
net benefit = incremental contribution + evidenced avoided cost - whole-life economic cost
ROI percentage = net benefit / whole-life economic cost x 100
Use contribution rather than gross turnover. Time released is an operational observation unless it reduces spend or produces a measured alternative benefit. State uncertainty. Do not calculate a percentage when the denominator or the causal increment is not credible.
Worked illustration. Supported incremental revenue of £60,000 at a 30% contribution margin gives £18,000. Extra fulfilment costs £3,000, so incremental contribution is £15,000. Add £1,000 of evidenced avoided cost and subtract the £13,456 whole-life cost. Net benefit is about £2,544, an ROI near 19%.
Maintain independent approval gates
A favourable financial case cannot offset unresolved privacy, PECR, security, accessibility or transfer issues. Contract issues block. Record each specialist decision separately and confirm procurement scope and purchasing authority.
An English commercial solicitor should review term, renewal, suspension, liability and change. That solicitor should also review exit. Privacy and security reviewers should test the proposed data route and controls. Accessibility reviewers assess critical user tasks.
Legal review typically costs £250 to £450 per hour, and a mid-value software contract review typically runs £800 to £2,500. Budget that as a one-off cost.
Name the budget owner, evidence expiry and next review. Reforecast when the quote lapses, the user population changes or migration discovers extra work. Do the same if an integration is added, usage crosses a limit, VAT advice changes, or the supplier alters its plan.
Approval should stop where a material price, tax treatment, implementation dependency or exit route remains unknown. If a controlled pilot later contradicts a cost or benefit assumption, revise the case rather than defending the earlier number.
A practical next step
Ask finance to issue one blank workbook with common units before suppliers quote. Put the current process, the minimum-change option and no more than two exact CRM editions into it. Require every amount to carry a source, date, currency and VAT basis. Add unit, period, term and a confidence rating.
Then fund only a reversible pilot whose specialist gates and high-cost case fit the organisation's authority.
That process will not produce a universal price for CRM in England. It produces something more useful: a budget tied to the work, supplier offer, risks and evidence that this particular small business can defend at purchase and renewal.
Before you act
- Write the service boundary before requesting prices.
- Record the exact product, edition and add-ons.
- Use an approved loaded cost for each internal role.
- Display gross cash, VAT recovery and net amount separately.
- Build low, working and high planning cases from exposed variables.
- Define the ROI mechanism before claiming any benefit.
Common questions
Why does the guide avoid giving average CRM prices?
There is no reliable single answer for small business CRM costs in England. Supplier pages checked for this guide did not provide a consistent UK-localised mix of GBP, VAT treatment, billing cycle and commitment. The ranges here are labelled planning figures. Replace them with a current written quotation from the supplier you are considering.
How should internal labour be costed in the budget?
Use an approved loaded hourly rate for each role, and record the source and period. A UK consultant typically charges £400 to £850 per day; an internal operations role typically costs £18 to £30 per hour loaded. Salary alone may omit employer costs and overheads. Finance should separate economic cost from cash paid to others.
Why is exit treated as a planned cost?
Exit is a planned cost, not an unlikely surprise. Budget usable export, configuration capture, reconciliation and transition assistance. Add deletion evidence, overlapping systems and internal staff time. If a supplier cannot show how critical relationships and histories leave its service, keep an unknown rather than assigning zero.
What might a five-user rollout cost in total?
A typical planning range is £10,000 to £25,000 over three years. Seats usually take £1,500 to £4,500, implementation and data work £6,000 to £15,000, and internal labour 60 to 150 hours at the approved loaded rate. A written quote replaces these figures.
