Small business CRM budget template: approval gates and stop rules
Small business CRM budget template for England: owner and ceiling fields, seven approval gates, renewal and exit fields and the events that stop a commitment.
A CRM budget needs a sign-off route as much as a set of numbers. The template below puts owners, a ceiling, approval gates and stop rules around the cost rows. All monetary cells begin blank, and the cost detail itself sits in the CRM cost planning guide.
What to take away
- A CRM budget template should expose uncertainty rather than hide it inside one total.
- Name the finance owner, the project owner and the approval ceiling before any cost row is entered.
- Judge the high case against the ceiling, and stop the commitment if a critical gate fails.
- Show gross payment, timing and confirmed VAT recovery independently, because registration does not make all tax recoverable.
Header and control block
Record project owner, finance owner, cost base date, evaluation period, currency, inflation basis, VAT status, tax review date, approval ceiling and next reforecast. These fields decide who may say yes, and when the answer expires.
Control block fields to record
- Project owner and finance owner
- Cost base date and evaluation period
- Currency and inflation basis
- VAT status and tax review date
- Approval ceiling and next reforecast
Define CRM scope by product, edition, user types, contact or record population, integrations and excluded work. A gate can only pass or fail against a scope that is written down.
Approval panel
List finance, procurement, legal, privacy, security and accessibility decisions separately. Each gate has a pass criterion and a fail consequence, so a failed gate produces an action rather than a debate.
| Gate | Pass criterion | Fail consequence |
|---|---|---|
| Finance | High case inside the authorised ceiling | Re-scope or stop |
| Procurement | Order terms match the quote and ledger | Return the order |
| Legal | Exit, notice and liability clauses accepted | No commitment until amended |
| Privacy | Lawful basis, retention and deletion recorded | No migration |
| Security | Assurance evidence dated within 12 months | Test before signature |
| Accessibility | Tested against the buyer's stated standard | Remediation date agreed |
| Export and deletion | Formats, costs and dates agreed in writing | Withhold final payment |
Set an owner and deadline for each unknown. Where the range is unknown, keep an unresolved item and assign research instead of inventing precision.
Finance gate
The finance gate compares the high case with the authorised ceiling. Keep three versioned options: continue the present process, make the minimum change, implement the proposed service. The 2026 Green Book is public-sector guidance, not a rule for private firms, but its business-as-usual case and explicit assumptions are sound discipline for an internal comparison.
The low, working and high cases should vary named drivers: seats, data-cleaning hours, integration effort, metered usage. Beside each changed input, write the evidence for the bound and the event that would replace it with an observed value. Add scenario columns only after the base ledger is traceable.
Legal and privacy gates
The legal gate reads the exit, notice and liability clauses of the draft order. The commercial contract areas show where those clauses sit. The privacy gate needs lawful basis, retention and deletion recorded before any migration starts.
Data protection groundwork keeps that record short. A migration that starts before the privacy gate passes breaks the rule in the table: no migration.
Ledger fields the gates read
Each gate reads the cost ledger, which holds one row per cost. Three columns matter most for approval: Source, Confidence and Trigger. Source names the document, URL, date, version and owner. Confidence shows whether a figure is confirmed, a bounded estimate or unknown. Trigger names the event requiring reforecast.
Cost ledger column requirements
Column
- Cost item
- Precise good or task
- Type
- One-off or recurring
- Unit and quantity
- Seat-month, hour, record
- Rate
- GBP from quote or rate
- VAT
- Included, excluded, reverse charge
- Source
- Document, URL, date, owner
- Confidence
- Confirmed, bounded, unknown
- Trigger
- Event requiring reforecast
What to enter
- Cost item
- Type
- Unit and quantity
- Rate
- VAT
- Source
- Confidence
- Trigger
One worked row set follows. Each rate is a labelled placeholder, not a market rate, to be replaced by the buyer's dated quote.
| Ledger row | Quantity | Rate used | Net GBP | VAT GBP | Gross GBP |
|---|---|---|---|---|---|
| Subscription | 144 seat-months | £30.00 per seat-month, placeholder | 4,320.00 | 864.00 | 5,184.00 |
| Migration | 40 supplier hours | £95.00 per hour, placeholder | 3,800.00 | 760.00 | 4,560.00 |
| Internal labour | 60 hours | £45.00 loaded rate, placeholder | 2,700.00 | Not applicable | 2,700.00 |
| Totals | 10,820.00 | 1,624.00 | 12,444.00 |
Gross cash requirement before recovery is £12,444.00, with £4,320.00 recurring and £6,500.00 one-off, and recoverable VAT kept separate. The finance gate takes this working case and the high case to the ceiling.
Renewal and exit fields
The exit and renewal fields turn the legal gate into dates and costs. Subscription VAT is charged at the standard 20% rate, and the usual pattern is a 12-month minimum term billed monthly or annually in advance, so record the term, billing frequency and notice window.
Exit or renewal field
- Renewal notice date
- Date the supplier's notice window opens, taken from the signed order
- Notice period
- Days stated in the contract, held as a calendar date with a named owner
- Renewal price
- Written renewal quote requested before the notice date, with the uplift basis
- Exit trigger
- Failed security, privacy or accessibility gate, supplier insolvency, or change of control
- Export cost
- Supplier and internal hours to export contacts, records, files and audit logs
- Deletion cost
- Written deletion confirmation, plus any supplier certification charge
- Transition cost
- Parallel running of old and new systems for the agreed overlap, per month
Implementation, migration and integration are quoted separately from the subscription. The renewal quote is requested before the notice date, so the price is known while exit is still possible.
VAT and accounting review
HMRC says registered businesses may reclaim VAT on qualifying business purchases where the conditions and records are met, in its input VAT guidance. Show gross payment, timing and confirmed recovery separately. Do not assume registration makes all tax recoverable.
Software spend may need judgement on capital and revenue treatment. HMRC's 2026 IT costs toolkit highlights regular payments, lump sums, useful life and the corporate intangible-assets regime. A qualified accountant or tax adviser decides the treatment for the buyer's facts.
Reforecast and stop rules
Reforecast after a scope, quote, term, user count, migration finding or tax position changes. Stop the commitment if a critical gate fails or the high case breaches the authorised ceiling.
Archive the final budget beside the signed order and evidence pack for renewal comparison. The next reviewer then starts from the dated evidence, not from memory.
Before you act
- Record project owner, finance owner, cost base date and approval ceiling.
- Create one cost row per item with source, confidence and trigger.
- Set an owner and deadline for each unknown.
- Check every gate against its pass criterion and write down any fail consequence.
- Record the renewal notice date, notice period and renewal quote request.
- Stop the commitment if a critical gate fails.
Common questions
What should the header and control block record?
Record the project owner, finance owner, cost base date, evaluation period, currency, inflation basis, VAT status, tax review date, approval ceiling and next reforecast. Define CRM scope by product, edition, user types, contact or record population, integrations and excluded work.
What happens when a gate fails?
Each gate in the approval panel lists a fail consequence. A failed privacy gate means no migration, a failed security gate means testing before signature, and a failed legal gate means no commitment until the clauses are amended. Stop the commitment if a critical gate fails.
How should VAT be handled in the cost ledger?
Show gross payment, timing and confirmed recovery separately. HMRC says registered businesses may reclaim VAT on qualifying business purchases where conditions and records are met. Do not assume registration makes all tax recoverable, and mark each row included, excluded, reverse-charge question or not applicable.
